No need to reset skill points as there are more skill points in-game than you will need to use for every single skill. Traits however CAN be reset by just talking to your trainer for a fee. Due to poor explanation of skills in GW2, there is a good chance a player will make a mistake in spending skill points on useless skills.
You cannot reset hero points. There's reasons for this, for example if you could reset hero points, then if they released any new stuff that they wanted you to hunt hero points for, then you could simply reset your hero points and buy it, instead of that trait line you don't use.

Also want to mention, this build have a LOT of variability with it's traits and utility skills, and even with weapon choises (for example hammer instead of staff for less healing but more cc, axe/sword for more fury on party, etc)

When you hit lvl 80 you have enough points for your core specs. For the elite specs you will need 250 more hero points to unlock for each character you decide to unlock. How ever it is not as bad as it sounds, because inside of the HoT maps each hero challenge is worth 10 hero points so it will go pretty fast.
You can never change your class or race, and once you invest hero points unlocking an elite spec, those are permanently invested, but you can always get enough of those, so they aren't a limited resource. You can change character build (skills and specialization traits) freely between anything you've unlocked.
